An addon can however modify a CVar value, such as nameplateShowOnlyNames cvar from 0 (default) to 1, which hides healthbars from friendly nameplates amd keeps the names, resulting in the effect you have in your screenshot. You can’t modify friendly nameplates in dungeons, just in case that’s where the confusion is.

I use elvui as well but made sure to disable the nameplates section of that addon across all of my characters. Blizz disabled friendly player nameplates in instanced content because of addons/WAs that automated certain aspects of bossfights. There's a way though to have only player names shown.
